Act 1  总则

Article 1 These Provisions are formulated in accordance with the Standardization Law of the People's Republic of China for the purpose of regulating, guiding and supervising the standardization work of organizations。

Article 2 These Provisions shall apply to the formulation, implementation and supervision of group standards。

Article 3 Group standards are standards jointly formulated by lawfully established social organizations in order to meet the needs of the market and innovation and coordinate relevant market entities。

Article 4 The standardization administrative department under The State Council shall be in charge of the standardization work of organizations。The relevant administrative departments under The State Council shall be responsible for the standardization of organizations within their respective departments and trades。

The standardization administrative departments of the local people's governments at or above the county level shall uniformly administer the standardization work of organizations within their respective administrative areas。The relevant administrative departments of the local people's governments at or above the county level shall be responsible for the standardization work of the organizations of their respective departments and trades within their respective administrative areas。

Article 5 The State implements a system of disclosure and supervision of self-declaration of group standards。

Article 6 Encourage social organizations to participate in international standardization activities and promote the internationalization of group standards。

Act 2 The development of group standards

Article 7 Social organizations shall carry out organization standardization work，Staff who are familiar with standardization related laws, regulations, policies and expertise should be employed，Establish an internal working department with functions such as standardization management coordination and standard development，Formulate relevant management methods and standard intellectual property policies，Clarify the procedures and requirements for the development and implementation of group standards。

Article 8 The formulation of group standards shall be conducive to the scientific and rational use of resources, the dissemination of scientific and technological achievements, the enhancement of product safety, versatility and replaceable, and the enhancement of economic, social and ecological benefits, so as to be technologically advanced and economically reasonable。

It is prohibited to use group standards to exclude or restrict market competition, such as impeding the free circulation of goods and services。

Article 9 Group standards shall comply with the requirements of relevant laws and regulations and shall not conflict with the relevant industrial policies of the State。

Article 10 The technical requirements of group standards shall not be lower than the relevant technical requirements of mandatory standards。

Article 11 The State encourages social organizations to formulate group standards that are higher than the relevant technical requirements of the recommended standards;Encourage the development of group standards with international leading standards。

Article 12 The general procedures for the formulation of group standards include: proposal, project approval, drafting, soliciting opinions, technical review, approval, numbering, publication and review。

Article 13 Reference for the compilation of group standardsTake GB/T 1.1 Implementation of the provisions of the Standardization Guidelines Part 1: Structure and Preparation of Standards。

The cover format of the group standard shall meet the requirements, the specific format is attached。

Article 14 Social organizations shall reasonably deal with the necessary patent issues involved in the group standards, shall disclose the relevant patent information in a timely manner, and obtain the license statement of the patentee。

Article 15 The group standard number is composed of the group standard code, the social group code, the group standard serial number and the era number。The group standard numbering method is as follows:

The code name of the social group shall be drawn up by the social group itself, and may use capital Latin letters or a combination of capital Latin letters and Arabic numerals。The code name of the social group shall be legal and shall not be repeated with the existing standard code name。

Article 16 Social organizations shall disclose information such as the name and serial number of their standards。Where a group standard involves a patent, information about the standard involving a patent shall also be disclosed。Encourage social organizations to publish the full text or main technical content of their corporate standards。

Article 17 Social organizations shall self-declare that their public group standards meet the requirements of laws and regulations and mandatory standards, comply with the relevant industrial policies of the state, and be responsible for the legality and authenticity of public information。

Article 18 The State encourages social organizations to publicize their group standard information through self-declaration of standard information public service platforms。

Social groups to the standard information public service platform self-declaration of public information, need to provide social group legal person certificate, internal work department and staff information to carry out group standardization work, group standards revision procedures and other related documents, and self-commitment to the legitimacy of the above materials, authenticity responsible。

Article 19 Social organizations shall reasonably deal with copyright issues involved in group standards, timely deal with the ownership of copyright in group standards, and clarify the disposal rules, procedures and requirements of relevant copyright。

Article 20 Social organizations are encouraged to carry out group standardization cooperation and jointly develop or publish standards。

Article 21 Standardization research institutions and specialized standardization technical committees are encouraged to give full play to their technological advantages and provide services such as standard development, standardization personnel training and standardization technical consultation to social organizations。

Act 3 Implementation of group standards

Article 22 Group standards shall be agreed to be adopted by the members of the group or voluntarily adopted by the society in accordance with the provisions of the group。

Article 23 Social organizations shall be responsible for the promotion and application of their own standards。Social groups can promote the implementation of group standards through self-regulation conventions。

Article 24 Social organizations voluntarily apply to third party organizations to carry out group standardized good behavior evaluation。

Group standardization good behavior evaluation should be in accordance with the group standardization series of countriesStandard (GB/T 20004) developed,The evaluation results will be made public。

25th group standard implementation effect is good, and in line with the requirements of national standards, industry standards or local standards, group standards issuing bodies can apply for conversion into national standards, industry standards or local standards。

Article 26 All departments and localities are encouraged to apply corporate standards in industrial policy formulation, administrative management, government procurement, social management, inspection and testing, certification and accreditation, and bidding and tendering。

Article 27 All departments and localities are encouraged to incorporate group standards into the selection scope of awards at all levels。

Act Four  Monitoring of group standards

Article 28 A social organization that is ordered by the administrative organ for the registration of social organizations to stop its activities within a time limit shall not carry out group standardization activities during the period of suspension。

Article 29 The standardization administrative departments and relevant administrative departments of the people's governments at or above the county level shall, in accordance with their statutory duties, guide and supervise the formulation of group standards and supervise and inspect the implementation of group standards。

Article 30 Any unit or individual shall have the right to lodge complaints and reports against group standards that do not meet the requirements of laws and regulations, mandatory standards and relevant industrial policies of the State。

Article 31 The competent departments of Standardization Administration and relevant administrative departments shall disclose to the public the telephone numbers, mailboxes or E-mail addresses for accepting reports and complaints, and arrange personnel to accept reports and complaints。

Article 32 Group standards formulated by social organizations do not comply with laws and regulations, mandatory standards, and relevant industrial policies of the State，The standardization administrative department shall order rectification within a time limit;Not corrected within the time limit，The relevant group standards shall be abolished by the standardization administrative department of the people's government at or above the provincial level，And on the standard information public service platform，At the same time to the social organization registration administration，The registration and management authority of social organizations shall incorporate their violations into the credit system of social organizations。

Article 33 Group standards formulated by social organizations do not conform to "conducive to scientific and rational use of resources.，Disseminate scientific and technological achievements，Enhance product safety, versatility, replaceable，Improve economic, social and ecological benefits，Be technologically advanced and economically reasonable.，The standardization administrative department shall order rectification within a time limit;Not corrected within the time limit，The relevant group standards shall be abolished by the standardization administrative department of the people's government at or above the provincial level，And on the standard information public service platform。

Article 34 Where a social organization fails to number its standards in accordance with these provisions, the standardization administrative department shall order it to make corrections within a time limit;If it is not corrected within the time limit, the standardization administrative department of the people's government at or above the provincial level shall revoke the relevant standard number and publicize it on the standard information public service platform。

Article 35 Those who use group standards to exclude or restrict market competition shall be dealt with in accordance with the provisions of the Anti-Monopoly Law of the People's Republic of China and other laws and administrative regulations。

Chapter Five  附则

Article 36 The department of Standardization Administration under The State Council shall be responsible for the interpretation of these provisions。

Article 37 These Provisions shall come into force as of the date of promulgation。

Article 38 The Guiding Opinions on Cultivating and Developing Group Standards shall be repealed as of the date of promulgation of these Provisions。
